What is a second track reintegration process?

A second track reintegration process is a program that guides a long-term sick employee towards suitable work with a different employer. It starts when it becomes clear that returning to the original position or employer is no longer realistic. The goal is to prevent long-term disability and offer the employee new perspective and control over their career.
‍A track 2 process usually starts between week 42 and week 52 of absenteeism. The company doctor decides when returning to their own organization is no longer realistic. From that moment on, the 2nd track route must be started. Starting too late can lead to a wage penalty from the UWV.

What is the purpose of a track 2 route?

The goal is clear: to guide a long-term ill employee to new, appropriate and sustainable work outside the organization. In this way, long-term disability is prevented, and the employee maintains perspective and direction.

How does a track 2 process work?

An effective second track process consists of several phases. Below we explain the standard structure:

1. Feasibility study (optional)

Sometimes it is pre-tested whether a track 2 route makes sense. This looks at the employee's resilience and capabilities.

2. Intake with reintegration office

An external coach conducts an intake interview. Together, goals, motives and the labor market position are discussed.

3. Drafting a reintegration plan

A personal plan of action will be drawn up. This contains the actions, deadlines and responsibilities for the track 2 process. This plan is signed by the employee and employer.

4. Guidance & application

The employee is actively guided towards new work. This can include:

  • Interview training
  • Career coaching
  • Labour market orientation
  • Retraining or refresher courses
  • Job hunting

5. Evaluation & reporting

An evaluation with the coach follows every 6 weeks. Progress is recorded in the reintegration file. When applying for a WIA, the UWV assesses this file.

What if a second track process fails?

A track 2 route is mandatory, but does not always lead to a new job. What matters is that the process has been carefully and demonstrably carried out. Isn't that the case? Then the UWV can wage penalty impose: the employer must continue to pay the salary for up to 12 months longer.

Who supervises a track 2 process?

A person is usually recognized reintegration office or career coach engaged. This external party provides professional guidance, reporting and coordination with the employer and employee. The employer remains ultimately responsible, but benefits from the coach's expertise.
